FY21 Public Library Per Capita and Equalization Aid Grant Deadline is March 15
Applications for the Public Library Per Capita and Equalization Aid Grant must be received no later than March 15, 2021. The date for submission was pushed back this year because of the COVID-19 pandemic, but the deadline is now rapidly approaching. The money provided by this grant is vital to many IHLS-member libraries. This grant was created to provide money to help libraries improve their services. Libraries with low tax bases receive a little extra funding through the “equalization aid” part of the grant. Public libraries can receive up to $1.25 per person served and those institutions that qualify for equalization aid receive extra money to ensure they achieve the minimum level of funding.
To qualify for grant funds, public libraries must meet the requirements of 75 ILCS 10/8.1 and 23 Ill. Adm Code 3035.115. A key requirement is that the library is a member of a library system. Another requirement is that applicants must show an effort to meet the standards detailed in Serving Our Public 4.0 Standards for Illinois Public Libraries. A series of questions are on the application to evaluate the library’s efforts in working toward these standards. If it is unclear where a library stands in their efforts, look for and use the checklists found at the end of each chapter of the book. The state library realizes that for most libraries this is a work in progress.
Previously, the point person from the state library was Jeanne Urbanek, but she has retired. The new person heading up this effort is Jacob Magnuson. He asked us to remind everyone that Expenditure Reports should be from FY2019 and not FY2020.
