Annual Certification & ILLINET Traffic Survey

For continued system membership, the Illinois Administrative Code requires each library to annually certify that it meets the membership requirements defined in the Code. For 2022, certification begins Jan. 3 and ends March 31. During this time, the library director or other designated certification contact must complete the certification form on the Library Directory & Learning Calendar (commonly called L2) website. Certification is a two-step process including the ILLINET Traffic Survey and the Annual Certification Form.

ILLINET Interlibrary Loan Traffic Survey

The first part of the two-step process is the completion of the ILLINET Interlibrary Loan Traffic Survey. 

To Complete the ILLINET Survey:

• Visit the Illinois State Library LibPAS Portal

Annual Certification Form

After the ILLINET Interlibrary Loan Traffic Survey is completed, the second step is to complete the certification form through the Library Directory & Learning Calendar (L2) website. The certification form verifies that the library is compliant with the membership criteria outlined in the Illinois Administrative Code.

To Complete the Certification Form:

• Use the Library Directory & Learning Calendar (L2) website

Designated Certification Contacts

Designated certification contacts should see a link to the certification form on the L2 homepage and the Account >> My Dashboard page when logged in. If you are a library director or are the person who typically completes certification for your library, but you do not see the certification link:

1. Go to My Dashboard
2. Click Edit in your Location affiliation
3. Scroll down to the Key Contact - Regional System section and check "Certification Contact"
4. Click “Save” at the bottom of the page
