Late on March 14, President Trump issued an executive order aimed at further downsizing federal agencies. One of those targeted is the Institute of Museum and Library Services (IMLS), the organization responsible for administering crucial grants to state and local libraries. Many of our members, staff, and other stakeholders are concerned about what this means for Illinois libraries and library systems, so we want to share what we know so far.
Where We Are Now
It's our understanding that, with the approval of the FY2025 federal budget continuing resolution (CR), funding for the IMLS is secure through September. This includes the Grants to State Library Administrative Agencies, which allocates over $5.7M to Illinois this year. This funding supports a portion of IHLS delivery services and our iLEAD Trustee Learning Portal.
Ensuring the Future
IMLS funding beyond September is dependent on two factors. First, and most crucial is their reauthorization of the Museum and Library Services Act of 2018 (MLSA), which authorizes IMLS services. The MLSA sunsets on Sept. 30, 2025. Reauthorization is essential to continue the work of IMLS, and only Congress can do that. The second factor is federal financial support in FY2026. Without sufficient funding, the IMLS cannot adequately perform its duties. Again, Congressional action is vital to ensuring a favorable outcome.
