IHLS Public Libraries!
Do you manage an IHLS public library with multiple employees? Are you struggling with the intricacies of employment law? Are you overwhelmed by the challenges of recruiting and retaining staff? Are you caught in the mire of addressing interpersonal conflicts in your team? Well, we have exciting news for you! Illinois Heartland Library System is thrilled to announce the second round of the HR Source Membership Grant, an exciting program to help meet our public libraries' HR support needs.
What Is It?
Through the HR Source Membership Grant, we will help members access our go-to service for human resources education, consultation, data, and templates. If you're an IHLS public library, this grant could pay for the majority of your membership dues. Typically, this membership would cost libraries between $1,200 and $1,900, but this grant will reduce that to $200–$600!

HR Source is a network for employers that offers the necessary tools to effectively and affordably handle HR duties, ensure legal adherence, and cultivate a satisfied and healthy workforce. Membership includes access to a wealth of resources, such as qualified legal services, current compensation survey data, education, and a hotline that connects you to HR staff experts and employment law attorneys (at no extra cost!).
- Who Can Apply

Public libraries belonging to IHLS may apply. The grant is open to both existing HR Source members and potential members (i.e., libraries that do not yet belong to HR Source).
- Your Cost & Obligations

The grant will cover most of your HR Source membership dues, but your library must pay the remainder. Your contribution amount is determined by the operating expenditures (including capital expenditures) you reported on the last IPLAR (Illinois Public Library Annual Report). By applying for this grant, you agree to pay IHLS your portion of the dues upon being selected for an award. To determine your cost, see the tiers below:
- Tier 1
- Libraries with IPLAR operating expenditures (including capital expenditures) under $100,000 will contribute $200 for an HR Source Membership.
- Libraries with IPLAR operating expenditures (including capital expenditures) between $100,000 and $500,000 will contribute $300 for an HR Source Membership
Tier 2
- Tier 3
- Libraries with IPLAR operating expenditures (including capital expenditures) over $500,000 will contribute $600 for an HR Source Membership
- Tier 1
- Timeline & Selection

Deadline: Applications will be accepted on a rolling basis until 5 p.m. on May 17, 2024.
Selection: Grants will be issued on a first-come, first-serve basis. They will be awarded once we cap out at 25 applicants or once we have reached our budgeted grant funds—whichever is reached first. If you are selected for funding, you will receive an email notifying you of your award by May 27, 2024.
Funding Period: The winners' memberships will start July 1, 2024, and expire June 30, 2025.
